In the spring of 2011, the State Legislature amended Minnesota Statutes 103G.291 to require public water suppliers serving more than 1,000 residents to encourage water conservation by adopting demand reduction measures, including a water conservation rate or a uniform rate with a conservation program by January 1, 2015.  If our current conservation program is ever not adequate per the MN DNR standards the conservation rate structure will be implemented.

   Conservation rate structure for residential of 25% rate increase for usage over 8,000 gallons and a 50% rate increase for usage over 15,000. For large non-residential users, the rate increase is the same but would kick in at higher usage levels. 
Apartment buildings with more than 4 units
Divide the usage by the number of units to get usage per unit and apply that to the conservation rate structure to get the usage charge per unit.  Multiply that usage amount by the number of units to get the total usage charge per building and then add the fixed costs to get total bill. 
Over 15,000 gallons large volume user non-residential
Rate costs in structure are the same as residential but the volumes in structure are 0-44,999/ 45,000-84,999/ 85,000- Up 
Industrial large user 
Rate costs in structure are the same as residential but the volumes in structure would be set appropriately at that time as needed 

** Storm water for residential is $1.50 per month.  Commercial, vacant land, multi-family rates vary.
